James Owens
Cheif Executive Officer and President
Mr. Owens is Chief Executive Officer and President of Cisive. He has over 17 years of operations and information technology experience, including:
- Business Unit Operations
- IT Strategy
- IT Management
- Enterprise IT Architecture

- Large-scale Application Development and Package Integration
- N-Tier E-commerce Systems Design and Implementation

Mr. Owens originally joined Cisive as the Chief Information and Technology Officer (CITO). First as CITO, and then as CITO and head of the Research Division, he led the modernization of Cisive’s technology and operations, implementing industry-leading approaches to the performance of high-volume background screening and vehicle pre-insurance inspections while further improving Cisive’s high quality level. On July 30, 2007, he was promoted to President and Chief Operating Officer. On July 1, 2008, he was then promoted to Chief Executive Officer and President.
Prior to joining Cisive, Mr. Owens was Lead Architect at Cap Gemini Ernst & Young (CGEY). At CGEY, he designed and implemented numerous large-scale systems, including a number of innovative Web-based applications. These applications included advanced workflow and rules-based automated decision-making in the financial services and life sciences industries.
Previously, Mr. Owens was a naval officer in the U.S. Submarine Service, where he served as Information Systems Department Head for the U.S. Navy Submarine Training Facility (SUBTRAFAC) in Norfolk Virginia and Combat Systems Department Head for the USS Albany (SSN-753). As Information Systems Department Head at SUBTRAFAC, he spearheaded the modernization of the entire information technology infrastructure, including the development and implementation of modern Web applications that significantly improved employee productivity and the quality of training for Norfolk-based submarines and associated submarine personnel. As Combat Systems Department Head on the USS Albany, Mr. Owens led the integration of commercial off-the-shelf technology with the existing submarine mainframe sonar system, resulting in significantly improved sonar capability and reduced costs.
Mr. Owens holds a B.S. in Physics with a minor in Mathematics, summa cum laude, from the Georgia Institute of Technology, and was certified in the supervision, maintenance, and operation of a submarine nuclear power plant.

David Bennett
Chief Operating Officer
Mr. Bennett is the Chief Operating Officer of Cisive. He is responsible for assisting in the formulation of the company’s business strategy, oversight of the company’s day-to-day operations, and participating in the maintenance of client relationships and in the development of new business areas.
Prior to joining Cisive, Mr. Bennett served as an FBI Special Agent and completed a distinguished 26-year career, to include 18 years of directing criminal and national security investigations and two years as the FBI senior executive leading human resources functions. As an Assistant Director of the FBI, heading the FBI’s Human Resources Division, he directed a change in strategic workforce planning throughout the FBI, focusing on mission-critical skills, threats to the nation, and diversity of the workforce. He also led the development and implementation of a new automated human resource information system for the FBI and led several critical human capital management initiatives that yielded a mission-focused, customer-service organization that served over 35,000 FBI employees.
Prior to joining the FBI, Mr. Bennett was a Senior Management Consultant with the firm Peat, Marwick, Mitchell & Co., supporting clients within the Department of Defense and Department of Transportation.
Mr. Bennett was a naval officer in the United States Navy and qualified as a Surface Warfare Officer. He was the Combat Information Center Officer aboard a Guided Missile Cruiser and was later Aide to Commander U.S. Forces Philippines.
Mr. Bennett’s professional awards include the Presidential Meritorious Rank Award for distinguished public service, and the FBI’s Manuel J. Gonzalez Ethics Award.
Mr. Bennett holds a B.S. in Mechanical Engineering from the United States Naval Academy and is a graduate of the FBI’s Executive Development Institute.

Alan Gordon
Chief Information Officer
Mr. Gordon currently serves as the head of all software development and holds the title of Chief Information Officer at Cisive.
Mr. Gordon has over 24 years of information technology experience, including: web-based system development; enterprise architecture (both .NET and J2EE); project management; and complex system integration. He has been with Cisive for 13 years.
Mr. Gordon leads Cisive’s team of information technology professionals and is responsible for the development of Cisive’s technology solutions, including the Onboarding solution, mobile applications, the I-9/E-Verify process, and more. His team has successfully integrated with countless ATS, HRIS, DMS, and ERP systems for a completely configurable, compatible solution, providing a seamless process for our clients.
Prior to joining Cisive in 2003, Mr. Gordon was a senior consultant at a boutique NYC consulting firm with a specialization in the architectural, construction, and engineering industries. At this firm, he worked on several large-scale systems, including the management software for a multibillion-dollar construction project for New York’s Department of Environmental Protection.
Mr. Gordon has a BBA degree from Hofstra University.

Michael Kucza
Chief Financial Officer
Mr. Kucza is the Chief Financial Officer of Cisive. He is responsible for leading the Finance Division and partnering with the executive team to achieve Cisive’s strategic growth initiatives.
Mr. Kucza comes to Cisive with over 20 years of executive-level leadership experience driving operationally focused financial initiatives within a variety of organizations.
Prior to joining Cisive, Mr. Kucza was the Chief Financial Officer of the Investor Communications Solutions Segment at Broadridge Financial Services.
Mr. Kucza holds a B.S. from the Wharton School of Business and he earned his MBA from Columbia Business School in New York.

Mr. Berger joined Cisive in 1995. As the Corporate Secretary, he is responsible for the official corporate records, public filings, licensure, legal research, and legal and regulatory affairs. He is also the leader of the “corporate security” function, which includes the physical security and safety of the corporate entity, employees, facilities, and assets. Mr. Berger is responsible for maintaining and overseeing incident response planning and risk management. He is the senior officer with oversight of compliance, human resources, and facilities. On Sept. 23, 2013, he was named Chief Compliance Officer and on April 2, 2018 he was named Data Protection Officer.
While at Cisive, Mr. Berger was previously responsible for the ongoing research, development, and maintenance of the company's state-of-the-art criminal history, public record repository/vendor network, and the initiator of the VendorComm system. He was also formerly responsible for Cisive’s Investigative Services (CIS), competitive intelligence functions, international capabilities, and other special projects.
When Mr. Berger joined the Cisive team, he had more than nine years of experience in the background and commercial investigative industries. At Cisive, he was promoted from Special Project Manager to Director — Special Projects in 1998 and subsequently to Vice President in 1999. Mr. Berger was elected as Corporate Secretary in 2000.
Mr. Berger is Cisive’s representative to the National Association of Professional Background Screeners (NAPBS). He has served as a member of the NAPBS Board of Directors and the Ethics Committee. Mr. Berger served as Chairperson of the Accreditation Task Force in 2009 and subsequently Chairperson of the Background Screening Credentialing Council (BSCC). He was instrumental in the rollout of the industry accreditation program, which was officially announced and launched by Mr. Berger at the 2009 NAPBS Annual Convention.
Prior to joining Cisive, Mr. Berger held management positions with Equifax Services Inc. (aka ChoicePoint Inc.), in San Francisco, CA.; Cincinnati, OH; Great Neck, N.Y.; and Hartford, CT. He is a former patrolman with the State of Connecticut.
Mr. Berger received his B.S. in Criminal Justice, with a minor in Political Science, from the University of New Haven, West Haven, CT. He has formal training in Total Quality Management and Process Improvement, and is a member of the American Society for Industrial Security (ASIS), the Association of Certified Fraud Examiners (ACFE), the Society of Corporate Compliance and Ethics (SCCE) and the International Association of Privacy Professionals (IAPP). On September 14, 2017, he received his designation as a Certified Compliance and Ethics Professional (CCEP).

Mr. Pagan is the Senior Vice President – General Manager of CARCO's Insurance Risk Mitigation Division, bringing 30-plus years of senior-level management, insurance and financial services industry servicing, and risk management experience. He has engaged in optimizing strategic business growth and margin improvement, while implementing technology and Business Operational Excellence strategies with best-in-class customer-centric practices.
Prior to joining CARCO, Mr. Pagan was the VP of Strategic Partner Management and Account Executive for InsPro Technologies, an insurance enterprise-level administration platform industry leader, developing and implementing business partnership growth plans and new channel product distribution.
He was also VP of Client Delivery for three divisions at Aon Affinity, servicing Tier 1 Carriers and Association Groups. In addition to serving as the Lead Local Country Executive Consultant for Compass Management Consulting, a U.K.-based international firm specializing in Business Operational Excellence, Will was also the Chief Operations Officer of a division of American Wholesale Insurance Group. He also held executive positions at AIG and First Data.
Mr. Pagan holds a B.A. from William Paterson University in Wayne, N.J. and Executive Training in Operational Excellence, Information Strategy, and Change Management.

Robert Pichler is Vice President of Operations, a position he has held since 2009.
Mr. Pichler is responsible for the day-to-day operations, leading Service Delivery and Business Operational Excellence strategies with a best-in-class customer-centric approach. Adept at repositioning resources and leveraging technology; growing margins and revenue, and enhancing efficiencies in startup and high-growth organizations in challenging economic and political environments.
Prior to being named to this position, Mr. Pichler was Vice President of Sales and Marketing for the division. He began his career with the company in 2007.
Prior to joining CARCO, he held senior roles of increasing responsibility in Operations, Marketing, Sales, Underwriting, and Client Services for Cybersettle Inc. and Allstate Insurance. Mr. Pichler also held the role of Consultant for a privately held firm. He was responsible for the development, evaluation, and facilitation of organizational interventions on executive and organizational core competencies.
Mr. Pichler holds a Master of Arts degree in Industrial and Organizational Psychology from Hofstra University and a Bachelor of Arts in Sociology, with a minor in Business from Saint John's University.
